Supreme Court Pauses New UGC Equity Rules Amid Nationwide Protests and Legal Concerns

The Supreme Court of India has temporarily suspended the newly notified University Grants Commission (UGC) equity regulations following intense protests and multiple petitions challenging the rules. The court noted that some provisions appeared unclear and could be misused, raising serious concerns about fairness and implementation. The regulations were introduced to curb caste-based discrimination in higher education institutions, but critics argued that the wording lacked clarity and could lead to arbitrary complaints and institutional conflicts.

A bench led by Chief Justice Surya Kant issued notices to the Union government and the UGC, directing them to respond to the petitions. Until the matter is fully heard, the older 2012 UGC guidelines will remain in force.
