The Bengaluru Development Authority has written to Karnataka’s Urban Development Department seeking a clear solution to the long-running confusion over apartment owners’ association registration in Bengaluru. With apartment living growing rapidly across the city, many flat owners have been unsure whether their associations should be registered under RERA, the Karnataka Apartment Ownership Act, 1972, the Karnataka Societies Registration Act, or other legal frameworks. BDA has now requested the government to appoint a competent authority for the effective implementation of the Karnataka Apartment Ownership Act and to bring clarity for apartment residents and flat owners.
According to the report, BDA Commissioner P. Manivannan has pointed out that the lack of a clearly identified authority has caused administrative uncertainty, delays in accepting registration documents, and unnecessary disputes for apartment communities. The proposal asks the government to define the office responsible for receiving and verifying applications, the documents required such as Deed of Declaration and bylaws, timelines for disposal, and a proper appeal or grievance redressal mechanism. If approved, the move could help apartment owners across Bengaluru and Karnataka legally manage maintenance, property rights, and association responsibilities with greater confidence.
